The rack is held in place just under the lid. It keeps the bags from moving around above the rack. To make it work, you have to fill the container all the way to the top of the rack. I wish it could do the same thing at different levels, so you could put less water in the container. It works, though. Under the rack and water level, the bags can move around freely.
